I live in Connecticut & not only is the mildew a problem but the squash vine borers are horrendous, I am currently trying my hardest to evade them. I could use the milk idea but it would be a big job. As for spraying over fall and winter, the leaves susceptible to this for all that I can think of are deciduous so you wont need to spray then. Powdery Mildew is a product of environmental conditions above ground. Mix the neem oil with water as directed and spray to the entire leaf surface.
Hope this helps. I find it easier to spray the plants on the trellis I can get to all sides of the plant and walk around and spray more effectively.
